The GCC's cosmetics safety standard (GSO 1943) was built largely by referencing the EU's Regulation (EC) No. 1223/2009. That makes it tempting to assume, "we're already EU-certified, so GCC will go just as smoothly" — but in practice there are several important differences.
The broad framework of prohibited/restricted ingredients, sunscreen filters, preservatives, and colorant lists is similar to the EU standard. If a product has already completed a safety assessment in the EU, that work can be used as substantial reference material for GCC registration as well.
In the EU, a responsible person registers once through the CPNP (Cosmetic Products Notification Portal) and can then distribute across all 27 EU member states. The GCC, on the other hand, has a shared standard (GSO), but each member state — the UAE, Saudi Arabia, and others — requires its own separate registration/notification process. If you're targeting all six GCC countries, that can mean preparing registration up to six times.
In the EU, labels are provided in each member state's official language, and claims review tends to be more of a post-market monitoring exercise. Most GCC countries, by contrast, require bilingual English/Arabic labeling and review claim wording as part of the registration process itself. This is exactly where a straight translation of EU product-page copy often gets rejected.
EU certification materials (CPSR, ingredient specifications, etc.) serve as useful foundational data for GCC registration. Rather than submitting them as-is, however, you'll need to reorganize them to match each country's required document formats and claims standards.
