Making a single ad for the UAE isn't localization. You first need to break down who you're selling to, in what language, at what price, and through which channel — only then does ad spend turn into purchases.
Arabic is the UAE's official language, but English is widely used in business and daily life. At the same time, distinct communities — Indian, Pakistani, Filipino, Iranian, Egyptian, and others — form large consumer segments of their own.
Defining consumers by nationality alone risks falling into stereotypes. Even within the same nationality, income, place of residence, occupation, family structure, and shopping channels all vary.
Marketing teams should segment audiences by purchase behavior rather than "Emirati vs. expat." Premium-seeking professionals are one example. Value-driven buyers who weigh price and volume are another. Young professionals who discover new products on social media are different still.
From there, tailor language, creators, price, and retail channel to each segment. Translation is the last step — deciding who you're selling to comes first.

You don't need to run every combination at once. Choose the one consumer segment closest to your product and test three messages with them first.
Once you find a message that resonates, expand language and creators within that same segment. This sequence teaches you faster than producing ads in multiple languages simultaneously.
The UAE's multicultural structure is complex, but it also creates opportunity. A product and content validated within one community can carry over to that same community's distribution network or into neighboring countries.
In your next campaign brief, try deleting the phrase "UAE women, 20s–40s." Replace it with lifestyle, price range, and purchase channel specific enough to picture one real person — it changes the quality of the content.
